MODERNIZATION OF DEMOCRACY TO MERITO-DEMOCRACY

Abstract: 24 years after the changes in Bulgaria nationals are again in the streets calling for change in the system. The public debate is clear that this change is meant only as a change in the voting system - from party lists to the majority model. The author of the paper, however, believes that it is not only this, but for a comprehensive review of the democratic model to be placed in the light of meritocracy. The basic idea is the following: is needed modernization of democracy as a system based on meritocratic elements. This is a reasonfor a new type The Social Contract - a fusion of the positive components of meritocracy and democracy. This means to keep the basic democratic values ​​of democracy, but to give power of knowing their proven expertise and intellectual people to be defined by democratic election procedures competitions to fill the positions and test expertise.

PREDOMINATING RISK GROUPS IN BULGARIAN SOCIETY

Abstract: Risks for the society are always interested in terms of social security and social policy. This issue is on the agenda of any government in whose hands the levers and mechanisms for effective management of the state. Exploring strategic documents for Bulgaria the author of the article derives from seeing them the risk groups in Bulgarian society and the reasons for their separation.

INSTITUTIONAL REPUTATION – SIGNIFICANCE AND INTERPRETATIONS IN ITS SHORT HISTORICAL BEING

Abstract: The notion of reputation develops in time due to the constantly changing context. The constructer term is interpreted from different point of views and is on focus by different scientific disciplines that are independent from one another. There is no generally accepted scientific conception which will be supposed to unify the research. It is the combination of total values system and its interpretations that defines clearly the term “reputation”. That very fact allows the term to be identified and managed as an object. The paper offers also author`s own definition of notion “reputation”.

EXAMINING THE COMPONENTS OF DELPHI METHOD IN ORDER TO IMPLEMENT ITS LONG-TERM PROGNOSIS IN THE FIELD OF NATIONAL SECURITY. THEORETICAL AND RESEARCH STUDIES.

Abstract: The justification of Delphi method is not a single act but continuous process whose development is is reflected in a series of reports. They are part of research memorandum of RAND Corporation by 1948 until 1973 and represent working documents related to Delphi method. At first they were designed for the needs of the corporation and only for the period of several years exceeded its limits. Delphi methodcontains the characteristics of scientific strictly regulated process, which applies to a specific technology - each process has its components. These components are: 1.choosing a topic 2. time to conduct 3. a research group 4. an expert group 6. number of rounds 7. communication; 8. Analysis of results 9. audit of the process; 10. pilot study.

VERIFICATION OF THE RESULTS OF THE DELPHI METHOD FOR LONG-TERM FORECASTING OF THE NATIONAL SECURITY THROUGH SOCIOLOGICAL STUDIES

Abstract: Delphi method is theoretically shown in a number of theoretical studies of Bulgarian scientists - both before and after 1989, but for the first time realized practically in Bulgaria by a research team of the Department "Social works" University of Shumen "Bishop Konstantin of Preslav" in 2011 . Nevertheless, that it was educational probed it was acquired valuable information and most experienced of the procedures involved. Through the first Bulgarian Delphi predicted future risk groups in Bulgarian society after 15 years, and according to expert consensus are: minority groups, older people / pensioners and persons with antisocial behavior and criminal behavior. To verify these results, the research group realized two additional studies showing full coverage of the results of the Delphi study conducted by undoubtedly prove its effectiveness.
