THE NATURE OF THE PROJECT - INTENSIVE TRAINING PROGRAM IN HOSTEL MANAGEMENT “A CHILD-CENTERED HOSTEL”

Abstract: The problems of the school hostel system in Namibia, and in particular in the Kavango Region are the foundation stone for the emergence and development of the idea to start training for people who work directly with the children in the hostels. To support and promote the harmonious development of children of Namibia, their development as responsible, thoughtful, mature and creative individuals possessing the necessary social and emotional competence is undoubtedly indispensable to improve the quality and qualifications of the staff caring for these children.

LAWS – CATEGORIES – TRANSFORMATIONS

Abstract: The article presents the dialectical laws of Hegel as a particular case of a system of dialectical laws. Each of them can be graphically represented as an interaction between categories. The transition from one to another category by conversions can be represented. An original method for seeking a solution of problem at the level of basic conversions is demonstrated.

SET AND TRIAD CATEGORIES

Abstract: The set of a system can be modified depending on a triad categories: two polar categories and a category that is an intermediary between them. When the scale of this triad categories cannot realize the necessary adjustment of the set, then the scale of another triad categories joins to it. The joint participation of the both scales in the adjustment of the set requires their mutual coordination. The relative part of one of them grows gradually and it becomes dominant in the behavior of the system.Each of the three categories can rul the set of the system alone or simultaneously with other categories. Each category features a specific adjustment of the set of a system. The purpose of the article is to present a theoretical model of a triad categories that rul the set of a system.

THE STATE LIKE SOCIAL ORGANISM

Abstract: From a sociological perspective, the state is the supreme political institution guaranteeing certain social order in society. In different periods of development of human civilization and in various places the term "state" seemed different, detailing are explained in the lecture. Clarified are the main causes of the state. Set out are the main theories of the state as a social organism - a theocratic, an organic theory of power, patriarchal, patrimonal, contractual theory of violence, psychological, Marxist theory of domiciles, historical theory. Explained are the constitutive elements of the country. In explaining the various elements of the lecture are woven data for modern states, including Bulgaria.

Abstract: National security for any democratic country means security of the nation as the bearer of sovereignty and the only source of power in the country. Achieving national interests is based largely on the sustainable development of the economy. Therefore, the key to achieving the national interest is primarily in the economic sphere. One of the most important components of economic security is energy security. The reason for this is the key role of energy that defines the development and operation of virtually all other sectors of the economy. In other words, energy security is a prerequisite for economic development, it in turn to ensure national security.

INTERACTION OF THE MINISTRY OF INTERIOR FOR PREVENTING AND SUPPRESSING OF TERRORIST ACTS

Abstract: Hundreds of victims of terrorist attacks in Europe in the last two years are unshakable proof that despite international efforts terrorism began prevails. Republic of Bulgaria as a country fully supporting terrorism measures of partner countries in the Euro-Atlantic space and participating with contingents in missions and operations abroad is also threatened by terrorist attacks. The Ministry of Interior is the specialized structure of the executive, whose main activities include the protection of national security within the country. This makes the Ministry of Interior in the main body to combat terrorism, conducting counterterrorism activities. In connection with the fight against terrorism, the Interior Ministry carries out its activities in continuous interaction with other responsible authorities.

PROTECTION OF HUMAN RIGHTS AND THE SYSTEM OF THE MINISTRY OF INTERIOR

Abstract: One of the key elements of public policy is to protect the rights and freedoms of citizens. Universal human rights are regulated and guaranteed by international and European charters, conventions, pacts and protocols. To date, the main guarantor of human rights and freedoms Republic of Bulgaria is the Constitution adopted in 1991. The main government body responsible for the maintenance of law, established public order and protect the rights and freedoms of citizens is the Ministry of Interior.

THE LEGISLATIVE PROCESS IN BULGARIA: BASIC PRINCIPLES

Abstract: Still there is no single opinion in the theory of constitutional law on what the elements of the legislative process are. This is due to the fact that often scientists make no distinction between legislative activity and the legislative process. That is why the present article examines the basic principles of the legal framework of the legislative process in Bulgaria. A criterion for the distinction between legislative activity and the legislative process on the basis of which the main phases of the legislative process are defined according to the legislations also provided.

CHILD PROTECTION SYSTEM: GENERAL CHARACTERISTICS OF THE BULGARIAN LEGISLATION IN THE FIELD

Abstract: The children, family and motherhood enjoy the special protection of the state and society. For this reason, many of the normative acts in force in Bulgaria contain texts that regulate different rights and measures for child protection. In 2000 the Child Protection Act was adopted, which brought together the most important issues concerning the protection of children in Bulgaria.
The subject of study in this article is precisely the provisions of the Child Protection Act because it contains not only the basic measures for child protection but also the basic principles, which should be subject to the provisions of other normative acts in our country. The article has consistently addressed issues related to clarifying the concept of "child protection", children's rights, and a general characterization of child protection measures. It describes the basic problems in the act which should be rethought.
